關于進一步加強黨管人才工作的意見(2012年9月26日) 為加強和(he)改進(jin)(jin)黨(dang)對人(ren)才工作(zuo)的(de)領導,根據《國家中長期(qi)人(ren)才發展規劃綱要(2010—2020年)》,現就進(jin)(jin)一步(bu)加強黨(dang)管人(ren)才工作(zuo)提出(chu)如下意見。 一(yi)、充(chong)分認識進一(yi)步加強黨管(guan)人才工作(zuo)的重(zhong)要意義(yi) 1.黨(dang)管(guan)人(ren)才(cai)(cai)是人(ren)才(cai)(cai)工作(zuo)的(de)重要原則(ze)。黨(dang)和(he)國家歷來高度重視人(ren)才(cai)(cai)工作(zuo)。進(jin)入新世紀新階段(duan),中央作(zuo)出實(shi)施人(ren)才(cai)(cai)強國戰略(lve)的(de)重大決策,確(que)立了(le)黨(dang)管(guan)人(ren)才(cai)(cai)原則(ze)。黨(dang)管(guan)人(ren)才(cai)(cai)主要是管(guan)宏觀、管(guan)政策、管(guan)協調、管(guan)服(fu)務,包括規劃人(ren)才(cai)(cai)發展戰略(lve),制定(ding)并落實(shi)人(ren)才(cai)(cai)發展重大政策,協調各(ge)方面力量形成共(gong)同參(can)與和(he)推動(dong)人(ren)才(cai)(cai)工作(zuo)的(de)整體合力,為(wei)各(ge)類人(ren)才(cai)(cai)干(gan)事創業、實(shi)現價(jia)值提供良(liang)好服(fu)務等。黨(dang)管(guan)人(ren)才(cai)(cai)是黨(dang)的(de)組(zu)(zu)織制度的(de)重要組(zu)(zu)成部分,是人(ren)才(cai)(cai)工作(zuo)沿著正(zheng)確(que)方向前進(jin)的(de)根本保證(zheng)。 2.新(xin)形勢新(xin)任(ren)務(wu)要求進(jin)(jin)(jin)(jin)一(yi)步加(jia)強黨(dang)(dang)(dang)(dang)管(guan)人(ren)(ren)(ren)(ren)(ren)(ren)才工(gong)作。世界多(duo)極化和(he)(he)(he)經濟(ji)全球化的(de)深(shen)入發展(zhan),使人(ren)(ren)(ren)(ren)(ren)(ren)才在綜合國(guo)(guo)力(li)競爭中的(de)地(di)(di)位(wei)和(he)(he)(he)作用更加(jia)凸顯。我國(guo)(guo)正處于全面建(jian)設小康社會的(de)關鍵(jian)(jian)時期和(he)(he)(he)深(shen)化改(gai)革開放(fang)、加(jia)快轉變經濟(ji)發展(zhan)方(fang)式的(de)攻堅時期,人(ren)(ren)(ren)(ren)(ren)(ren)才越來越成為推動科學發展(zhan)的(de)關鍵(jian)(jian)因(yin)素。隨著我國(guo)(guo)人(ren)(ren)(ren)(ren)(ren)(ren)才隊伍(wu)規模不(bu)斷(duan)擴(kuo)大(da)、構(gou)成趨于多(duo)樣(yang)、流動顯著加(jia)快,對(dui)(dui)各(ge)類人(ren)(ren)(ren)(ren)(ren)(ren)才服務(wu)、支(zhi)持和(he)(he)(he)管(guan)理的(de)力(li)度需要進(jin)(jin)(jin)(jin)一(yi)步加(jia)大(da)。近(jin)年來,各(ge)級黨(dang)(dang)(dang)(dang)委和(he)(he)(he)政府認(ren)真貫徹黨(dang)(dang)(dang)(dang)管(guan)人(ren)(ren)(ren)(ren)(ren)(ren)才原則,人(ren)(ren)(ren)(ren)(ren)(ren)才工(gong)作取(qu)得(de)了新(xin)成績,積累了新(xin)經驗,為經濟(ji)社會發展(zhan)提供(gong)了有力(li)的(de)人(ren)(ren)(ren)(ren)(ren)(ren)才支(zhi)撐。但一(yi)些領導干部(bu)對(dui)(dui)黨(dang)(dang)(dang)(dang)管(guan)人(ren)(ren)(ren)(ren)(ren)(ren)才認(ren)識不(bu)到位(wei)、黨(dang)(dang)(dang)(dang)管(guan)人(ren)(ren)(ren)(ren)(ren)(ren)才體制機制不(bu)夠健全、黨(dang)(dang)(dang)(dang)管(guan)人(ren)(ren)(ren)(ren)(ren)(ren)才方(fang)式方(fang)法不(bu)夠適應、黨(dang)(dang)(dang)(dang)管(guan)人(ren)(ren)(ren)(ren)(ren)(ren)才保障不(bu)夠有力(li)等(deng)問題,在一(yi)些地(di)(di)方(fang)和(he)(he)(he)單(dan)位(wei)還(huan)不(bu)同程(cheng)度存在。新(xin)形勢新(xin)任(ren)務(wu)要求進(jin)(jin)(jin)(jin)一(yi)步加(jia)強黨(dang)(dang)(dang)(dang)管(guan)人(ren)(ren)(ren)(ren)(ren)(ren)才工(gong)作,加(jia)強和(he)(he)(he)改(gai)進(jin)(jin)(jin)(jin)黨(dang)(dang)(dang)(dang)對(dui)(dui)人(ren)(ren)(ren)(ren)(ren)(ren)才工(gong)作的(de)領導,把(ba)各(ge)類優秀人(ren)(ren)(ren)(ren)(ren)(ren)才團結凝聚在黨(dang)(dang)(dang)(dang)的(de)事業(ye)周圍(wei),促進(jin)(jin)(jin)(jin)人(ren)(ren)(ren)(ren)(ren)(ren)才強國(guo)(guo)戰略(lve)的(de)更好實(shi)施和(he)(he)(he)建(jian)設人(ren)(ren)(ren)(ren)(ren)(ren)才強國(guo)(guo)宏偉(wei)目標(biao)的(de)順(shun)利實(shi)現。 二、加強黨管人(ren)才工作的指導(dao)思想和總體要求(qiu) 3.指(zhi)導(dao)思想。高舉(ju)中(zhong)國特色社會主(zhu)義偉(wei)大(da)旗幟,以鄧(deng)小平理論和(he)“三個代表”重要(yao)思想為(wei)指(zhi)導(dao),深(shen)入貫(guan)徹落(luo)實(shi)科學發展觀,緊(jin)緊(jin)圍繞黨(dang)(dang)和(he)國家(jia)工作大(da)局,創新(xin)黨(dang)(dang)管人(ren)才(cai)領導(dao)體制機制,改進黨(dang)(dang)管人(ren)才(cai)方式方法(fa),不斷提高人(ren)才(cai)工作科學化水平,為(wei)更好地(di)實(shi)施(shi)人(ren)才(cai)強(qiang)國戰略提供(gong)堅強(qiang)的政治和(he)組(zu)織保證。 4.總體要求。著眼于培養造(zao)就(jiu)宏大的(de)(de)高素質人(ren)(ren)才(cai)(cai)(cai)隊伍(wu),統籌(chou)兼顧,突(tu)出(chu)重點,改革創新,分類(lei)指(zhi)導,強(qiang)化服務(wu),注重實(shi)效,正確(que)處理黨管(guan)(guan)人(ren)(ren)才(cai)(cai)(cai)與尊重人(ren)(ren)才(cai)(cai)(cai)成長(chang)規律、發(fa)揮市場(chang)在人(ren)(ren)才(cai)(cai)(cai)資源配置中基礎性作用的(de)(de)關系(xi),充分調動(dong)社(she)會(hui)(hui)各(ge)方面力量(liang)參(can)與人(ren)(ren)才(cai)(cai)(cai)工(gong)作的(de)(de)積極(ji)性。通過進一步(bu)加(jia)(jia)強(qiang)黨管(guan)(guan)人(ren)(ren)才(cai)(cai)(cai)工(gong)作,使黨對人(ren)(ren)才(cai)(cai)(cai)工(gong)作的(de)(de)領導更(geng)加(jia)(jia)有力,全社(she)會(hui)(hui)重視人(ren)(ren)才(cai)(cai)(cai)工(gong)作、支持人(ren)(ren)才(cai)(cai)(cai)發(fa)展(zhan)的(de)(de)氛圍更(geng)加(jia)(jia)濃厚,努力形成人(ren)(ren)才(cai)(cai)(cai)輩出(chu)、人(ren)(ren)盡其(qi)才(cai)(cai)(cai)、才(cai)(cai)(cai)盡其(qi)用的(de)(de)生動(dong)局面。 三、健全黨管人才(cai)領導(dao)體制和工作(zuo)格局 5.加強黨委(wei)(wei)(wei)(wei)統一領(ling)(ling)導(dao)(dao)。發揮黨委(wei)(wei)(wei)(wei)(黨組(zu)(zu))在人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)中的(de)核心領(ling)(ling)導(dao)(dao)作(zuo)(zuo)用,保證(zheng)黨的(de)人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)方(fang)針(zhen)政(zheng)(zheng)策全(quan)面貫徹落實。確立人(ren)(ren)(ren)才(cai)(cai)(cai)優先(xian)發展戰略布局,堅持人(ren)(ren)(ren)才(cai)(cai)(cai)資源(yuan)優先(xian)開發、人(ren)(ren)(ren)才(cai)(cai)(cai)結構優先(xian)調整、人(ren)(ren)(ren)才(cai)(cai)(cai)投資優先(xian)保證(zheng)、人(ren)(ren)(ren)才(cai)(cai)(cai)制度優先(xian)創新(xin)。黨委(wei)(wei)(wei)(wei)(黨組(zu)(zu))要(yao)及時(shi)研究部(bu)署人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo),謀劃大局,把握方(fang)向,解決問題,整合(he)力量。黨委(wei)(wei)(wei)(wei)(黨組(zu)(zu))書記要(yao)帶頭抓(zhua)好人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo),黨委(wei)(wei)(wei)(wei)常委(wei)(wei)(wei)(wei)(黨組(zu)(zu)成員(yuan))要(yao)按照分(fen)工(gong)(gong)(gong)(gong)(gong)抓(zhua)好分(fen)管(guan)(guan)領(ling)(ling)域或系統的(de)人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)。縣級以(yi)上地方(fang)黨委(wei)(wei)(wei)(wei)建立人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)領(ling)(ling)導(dao)(dao)小(xiao)組(zu)(zu)。由黨委(wei)(wei)(wei)(wei)或政(zheng)(zheng)府(fu)主要(yao)負(fu)責同(tong)志(zhi)(zhi)擔任(ren)(ren)人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)領(ling)(ling)導(dao)(dao)小(xiao)組(zu)(zu)組(zu)(zu)長(chang)(chang)的(de),黨委(wei)(wei)(wei)(wei)組(zu)(zu)織部(bu)部(bu)長(chang)(chang)和政(zheng)(zheng)府(fu)分(fen)管(guan)(guan)領(ling)(ling)導(dao)(dao)同(tong)志(zhi)(zhi)擔任(ren)(ren)副組(zu)(zu)長(chang)(chang);由黨委(wei)(wei)(wei)(wei)組(zu)(zu)織部(bu)部(bu)長(chang)(chang)擔任(ren)(ren)人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)領(ling)(ling)導(dao)(dao)小(xiao)組(zu)(zu)組(zu)(zu)長(chang)(chang)的(de),政(zheng)(zheng)府(fu)分(fen)管(guan)(guan)領(ling)(ling)導(dao)(dao)同(tong)志(zhi)(zhi)擔任(ren)(ren)副組(zu)(zu)長(chang)(chang)。領(ling)(ling)導(dao)(dao)小(xiao)組(zu)(zu)成員(yuan)由黨委(wei)(wei)(wei)(wei)、政(zheng)(zheng)府(fu)人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)職能(neng)(neng)部(bu)門(men)的(de)主要(yao)負(fu)責同(tong)志(zhi)(zhi)擔任(ren)(ren)。黨委(wei)(wei)(wei)(wei)、政(zheng)(zheng)府(fu)所屬系統內人(ren)(ren)(ren)才(cai)(cai)(cai)資源(yuan)規(gui)模比較大的(de)職能(neng)(neng)部(bu)門(men),可以(yi)根據實際需要(yao)建立人(ren)(ren)(ren)才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)領(ling)(ling)導(dao)(dao)小(xiao)組(zu)(zu)。 6.發揮組織部(bu)門(men)(men)牽頭抓總作用。各級(ji)黨委組織部(bu)門(men)(men)要在黨委領導下,切實擔負起人(ren)才(cai)工(gong)作牽頭抓總的(de)責(ze)任(ren),當好(hao)(hao)參謀,創新(xin)實踐,整合(he)資(zi)源,示范引(yin)領。要堅持牽頭不包(bao)辦,抓總不包(bao)攬,統(tong)籌不代替,積極支持配合(he)其(qi)他部(bu)門(men)(men)在職責(ze)范圍內開展工(gong)作。中央和省級(ji)組織部(bu)門(men)(men)要重(zhong)點抓好(hao)(hao)戰略思想研究、總體(ti)規劃(hua)制定、重(zhong)要政策(ce)統(tong)籌、創新(xin)工(gong)程策(ce)劃(hua)、重(zhong)點人(ren)才(cai)培(pei)養(yang)、重(zhong)大典型宣傳(chuan)等工(gong)作。 7.促進(jin)職(zhi)能部(bu)門(men)各(ge)司其職(zhi)、密切配合。按(an)照統一領導、分(fen)類管(guan)理的原(yuan)則(ze),根據部(bu)門(men)職(zhi)能,科(ke)學劃分(fen)有關部(bu)門(men)在人(ren)才(cai)(cai)(cai)(cai)(cai)(cai)工(gong)作和人(ren)才(cai)(cai)(cai)(cai)(cai)(cai)隊(dui)(dui)伍建設(she)中(zhong)的職(zhi)責。人(ren)力(li)資源社(she)會保(bao)障部(bu)門(men)要(yao)在制(zhi)定人(ren)才(cai)(cai)(cai)(cai)(cai)(cai)政策法規、構建人(ren)才(cai)(cai)(cai)(cai)(cai)(cai)服務體(ti)系、培育和發(fa)展人(ren)才(cai)(cai)(cai)(cai)(cai)(cai)資源市場等方面積極(ji)發(fa)揮作用。承擔黨(dang)政人(ren)才(cai)(cai)(cai)(cai)(cai)(cai)、企業(ye)經營管(guan)理人(ren)才(cai)(cai)(cai)(cai)(cai)(cai)、專業(ye)技術人(ren)才(cai)(cai)(cai)(cai)(cai)(cai)、高技能人(ren)才(cai)(cai)(cai)(cai)(cai)(cai)、農村實(shi)(shi)用人(ren)才(cai)(cai)(cai)(cai)(cai)(cai)和社(she)會工(gong)作人(ren)才(cai)(cai)(cai)(cai)(cai)(cai)隊(dui)(dui)伍建設(she)的主要(yao)責任部(bu)門(men)要(yao)明確職(zhi)責,各(ge)司其職(zhi)。各(ge)黨(dang)政職(zhi)能部(bu)門(men)和企事(shi)業(ye)單位要(yao)齊抓共(gong)管(guan)、通力(li)合作,共(gong)同推(tui)動人(ren)才(cai)(cai)(cai)(cai)(cai)(cai)工(gong)作各(ge)項(xiang)任務的落(luo)實(shi)(shi)。 8.切實發(fa)揮(hui)用(yong)人(ren)(ren)(ren)單(dan)(dan)位(wei)(wei)主(zhu)體作用(yong)。引(yin)導和(he)(he)督促各用(yong)人(ren)(ren)(ren)單(dan)(dan)位(wei)(wei)認真貫徹執行黨(dang)的人(ren)(ren)(ren)才(cai)工作方針政策(ce),自覺做好(hao)本(ben)單(dan)(dan)位(wei)(wei)人(ren)(ren)(ren)才(cai)培養、引(yin)進和(he)(he)使用(yong)工作。不斷(duan)深化(hua)干部(bu)選拔(ba)任用(yong)制(zhi)(zhi)度改(gai)革(ge),擴大干部(bu)工作民(min)主(zhu),拓(tuo)寬選人(ren)(ren)(ren)用(yong)人(ren)(ren)(ren)渠道,促進優秀人(ren)(ren)(ren)才(cai)脫穎而(er)出(chu)。深化(hua)國(guo)有企業和(he)(he)事業單(dan)(dan)位(wei)(wei)人(ren)(ren)(ren)事制(zhi)(zhi)度改(gai)革(ge),創新(xin)管(guan)理(li)體制(zhi)(zhi),完(wan)善用(yong)人(ren)(ren)(ren)機制(zhi)(zhi),尊重和(he)(he)落實單(dan)(dan)位(wei)(wei)用(yong)人(ren)(ren)(ren)自主(zhu)權。鼓勵(li)和(he)(he)引(yin)導非公(gong)有制(zhi)(zhi)經濟組(zu)織和(he)(he)新(xin)社(she)會組(zu)織認真落實所(suo)在(zai)地方黨(dang)委(wei)、政府人(ren)(ren)(ren)才(cai)發(fa)展(zhan)規劃(hua),以靈(ling)活機制(zhi)(zhi)做好(hao)人(ren)(ren)(ren)才(cai)服務和(he)(he)管(guan)理(li)工作。 9.調(diao)動(dong)社(she)會各方面力量參(can)與(yu)人(ren)(ren)才(cai)(cai)工(gong)作的積極(ji)性。引(yin)導和(he)支(zhi)持工(gong)會、共青團、婦聯(lian)、科協、文聯(lian)、作協等(deng)人(ren)(ren)民團體和(he)各民主黨(dang)派(pai)(pai)、工(gong)商聯(lian)、無黨(dang)派(pai)(pai)人(ren)(ren)士等(deng)各方面力量積極(ji)參(can)與(yu)人(ren)(ren)才(cai)(cai)工(gong)作。鼓勵和(he)支(zhi)持各類人(ren)(ren)才(cai)(cai)培訓機構(gou)、中(zhong)介(jie)機構(gou)以及從(cong)事國際人(ren)(ren)才(cai)(cai)交流的民間機構(gou)創新(xin)服(fu)務方式(shi)和(he)內容(rong),為人(ren)(ren)才(cai)(cai)提供個(ge)性化和(he)多樣化服(fu)務。 四、完善黨管人才工作運行機(ji)制(zhi) 10.建(jian)(jian)立科(ke)學決策(ce)機(ji)制。凡涉(she)及人才工(gong)(gong)作的重(zhong)要(yao)文(wen)件(jian)、重(zhong)要(yao)活動安(an)排等,都要(yao)提交(jiao)人才工(gong)(gong)作領導(dao)小組(zu)(zu)審議,重(zhong)大事項(xiang)要(yao)報同級黨(dang)委(黨(dang)組(zu)(zu))審定。提請人才工(gong)(gong)作領導(dao)小組(zu)(zu)審議的文(wen)件(jian)和事項(xiang),要(yao)事先(xian)征(zheng)求(qiu)相關部門意(yi)見(jian)。涉(she)及經濟社會發(fa)展(zhan)全(quan)局的重(zhong)大事項(xiang),要(yao)面向社會廣泛征(zheng)求(qiu)意(yi)見(jian),聽(ting)取專家意(yi)見(jian)和建(jian)(jian)議。研究制定人才工(gong)(gong)作重(zhong)大決策(ce)和部署,要(yao)注意(yi)上下銜接(jie)和政策(ce)配套(tao)。 11.完善分工(gong)(gong)協(xie)作機制。人(ren)才(cai)工(gong)(gong)作領(ling)導小組按照同(tong)級黨委(黨組)人(ren)才(cai)工(gong)(gong)作部(bu)署,及時將年度(du)人(ren)才(cai)工(gong)(gong)作要點、重點工(gong)(gong)作任(ren)務分解到各有關部(bu)門,明確工(gong)(gong)作質量(liang)和進度(du)要求。有關部(bu)門要細化任(ren)務分工(gong)(gong),提出具體(ti)落實措施,部(bu)門之間要加(jia)強(qiang)協(xie)作配合。 12.建立溝通交(jiao)流機制。建立人才(cai)工(gong)(gong)(gong)作領(ling)導(dao)小組例會(hui)制度,交(jiao)流工(gong)(gong)(gong)作進(jin)展(zhan)情況,研究解決重點(dian)難點(dian)問題。人才(cai)工(gong)(gong)(gong)作領(ling)導(dao)小組各(ge)成員單(dan)位要確定聯絡員,加強(qiang)(qiang)同(tong)領(ling)導(dao)小組和其他(ta)成員單(dan)位的工(gong)(gong)(gong)作聯系。加強(qiang)(qiang)人才(cai)工(gong)(gong)(gong)作信息(xi)交(jiao)流。 13.健(jian)全督(du)(du)促落(luo)實機制。人(ren)才工(gong)作領(ling)導小組采取年度檢查(cha)與日(ri)常督(du)(du)查(cha)相(xiang)結(jie)合的(de)方式,對本地區本部門工(gong)作落(luo)實情況進行檢查(cha),檢查(cha)結(jie)果以適當形式通(tong)報(bao)。加強重點(dian)工(gong)作跟蹤(zong)指導和(he)專項督(du)(du)查(cha),探(tan)索建立通(tong)過第三方對人(ren)才發展情況進行監測、分析和(he)評估的(de)有效辦法。 五(wu)、創新黨(dang)管人才(cai)方式方法 14.統籌(chou)(chou)兼顧,推動人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)資源整體開發(fa)(fa)。各(ge)級黨委(wei)要根據經濟社(she)會(hui)發(fa)(fa)展(zhan)需要,統籌(chou)(chou)經濟社(she)會(hui)發(fa)(fa)展(zhan)和(he)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)發(fa)(fa)展(zhan),圍繞中心工作制定人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)工作目標和(he)措(cuo)施。以高(gao)層(ceng)(ceng)次和(he)高(gao)技能人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)為重點,統籌(chou)(chou)推進各(ge)類人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)隊(dui)伍(wu)建設。統籌(chou)(chou)城鄉、區(qu)域人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)資源開發(fa)(fa),大力支持農(nong)村基層(ceng)(ceng)和(he)革命老區(qu)、民族(zu)地(di)區(qu)、邊(bian)疆地(di)區(qu)、貧困地(di)區(qu)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)培養開發(fa)(fa),積極(ji)引導(dao)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)向農(nong)村基層(ceng)(ceng)和(he)艱苦邊(bian)遠地(di)區(qu)流動。統籌(chou)(chou)國(guo)內國(guo)際兩種(zhong)資源,堅持自主培養開發(fa)(fa)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)與引進海外人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)和(he)智力并舉(ju)。 17.大力(li)改革(ge)創新(xin),增強人(ren)(ren)才(cai)工(gong)作(zuo)(zuo)(zuo)生機與活力(li)。引導(dao)各(ge)類用人(ren)(ren)主體在總(zong)結(jie)(jie)運用人(ren)(ren)才(cai)工(gong)作(zuo)(zuo)(zuo)傳統經驗的同時(shi),不斷(duan)推進人(ren)(ren)才(cai)工(gong)作(zuo)(zuo)(zuo)實踐創新(xin)、理(li)(li)論創新(xin)、制度創新(xin)。及時(shi)總(zong)結(jie)(jie)推廣人(ren)(ren)才(cai)工(gong)作(zuo)(zuo)(zuo)的新(xin)鮮經驗。鼓(gu)勵各(ge)地探索建(jian)立人(ren)(ren)才(cai)管(guan)理(li)(li)改革(ge)試驗區。探索運用現(xian)代科技手段特別是網絡信(xin)息技術開展人(ren)(ren)才(cai)工(gong)作(zuo)(zuo)(zuo)。 六、加強黨管人才工作的(de)保障(zhang)措施 18.落實工(gong)作(zuo)責任。實行縣級(ji)以上地方黨政領(ling)導班子人(ren)(ren)才工(gong)作(zuo)目標(biao)責任制。科學設置考核指標(biao),建(jian)立(li)完善考核辦法,合理運(yun)用考核結(jie)果,推動人(ren)(ren)才工(gong)作(zuo)任務落實。 19.加強(qiang)人(ren)才(cai)工(gong)作機(ji)構和隊(dui)伍建設。省(自(zi)治區、直轄市)、市(地)和有(you)條(tiao)件的(de)縣(市),黨(dang)委組織部(bu)門(men)(men)要(yao)建立(li)健全人(ren)才(cai)工(gong)作機(ji)構,配齊(qi)配強(qiang)工(gong)作力量。暫(zan)無(wu)條(tiao)件設立(li)專門(men)(men)機(ji)構的(de)縣(市),要(yao)有(you)專人(ren)負責人(ren)才(cai)工(gong)作。黨(dang)委、政府(fu)有(you)關職能(neng)部(bu)門(men)(men)可根據實際需(xu)要(yao)建立(li)人(ren)才(cai)工(gong)作機(ji)構。加強(qiang)人(ren)才(cai)工(gong)作隊(dui)伍的(de)教育(yu)培訓和實踐鍛(duan)煉,不斷(duan)提高隊(dui)伍能(neng)力素質。 20.強(qiang)化理(li)論(lun)指導。大(da)力(li)宣傳普及(ji)科(ke)學人(ren)才觀,深入開展(zhan)人(ren)才理(li)論(lun)研(yan)(yan)究(jiu),重視研(yan)(yan)究(jiu)成果(guo)運用,提高成果(guo)轉化率。加強(qiang)人(ren)才學科(ke)、研(yan)(yan)究(jiu)機構(gou)和研(yan)(yan)究(jiu)隊伍建設。 21.保(bao)證(zheng)(zheng)人(ren)才(cai)投入(ru)。堅持(chi)人(ren)才(cai)投資優先保(bao)證(zheng)(zheng),建(jian)立(li)健全政府(fu)、社會、用人(ren)單位和(he)個人(ren)多元化投入(ru)機制。加大人(ren)才(cai)發展資金投入(ru)力度,保(bao)障重大人(ren)才(cai)項目實施。鼓勵(li)支持(chi)企業和(he)社會組織建(jian)立(li)人(ren)才(cai)發展基金。 22.營造(zao)良好環(huan)境(jing)。加(jia)強政策引導和輿(yu)論宣傳,大力營造(zao)尊重人才(cai)、見賢思齊(qi)的(de)社會(hui)環(huan)境(jing),鼓勵創新、寬容(rong)失敗(bai)的(de)工作環(huan)境(jing),待遇適當(dang)、無后(hou)顧之憂(you)的(de)生活環(huan)境(jing),公開平(ping)等、競(jing)爭擇優的(de)制(zhi)度環(huan)境(jing)。推進(jin)人才(cai)工作法制(zhi)建(jian)設,形成有利于(yu)人才(cai)發展的(de)法制(zhi)環(huan)境(jing)。
